Background

The Biotechnology Information Network is a component of a Department of Agriculture (DA) funded nationwide project entitled "Integrated Information, Education and Communication (IEC) Campaign and Advocacy for Modern Biotechnology". As component 2, it is known as "Establishment and Nurturance of Biotechnology Information Nodes" with the SEARCA Biotechnology Information Center as the lead agency.

Lastly, in Component 3 (Regional IEC Campaign and Advocacy), PCARRD taps its Regional Consortia for Agriculture and Natural Resources Research and Development. PCARRD identified two pilot areas, namely, Regions 2 and 10 with CVARRD and NOMCARRD as focal institutions, respectively.

For Component 2, four regional consortia have been identified as biotechnology information nodes, namely, Region 1-Ilocos Agriculture and Resources Research and Development Consortium (ILARRDEC), Region 2-Cagayan Valley Agriculture and Resources Research and Development (CVARRD), Region 10-Northern Mindanao Consortium for Agriculture, Resources and Research Development (NOMCARRD), and Region 12-Cotabato Agriculture and Resources Research and Development Consortium (CARRDEC).

The BINs shall serve as an information support system to national and regional campaigns. As an information resource, the BINs shall become both repository of biotechnology information and nerve center of the campaign especially in non-pilot areas of regions 1 and 12.
